BLACKSBURG TOWN COUNCIL will hold public hearings on Tuesday, December 12, 2023
beginning at 6:30 p.m. in the Roger E. Hedgepeth Chambers of the Blacksburg Municipal
Building, 300 South Main Street, Blacksburg, regarding the following items:
Ordinance 2032: An Ordinance Vacating a Public Utility Easement on Land Located at 215
Cork Drive. The proposed ordinance request is to release the Town’s interest in a Public Utility easement
located at 215 Cork Drive.
Ordinance 2034: An Ordinance to Amend Town Code Section 18-401 Pertaining to the
Surcharge for Certain Industrial Wastes.
The proposed ordinance establishes a surcharge to be imposed on industrial sewers for discharges of BOD and TSS in excess of the levels contained in normal wastewater under the terms of an approved Discharge Permit.
Ordinance 2039: An Ordinance to Amend Town Code Sections 22-221 and 22-222 Pertaining to
Tax Exemptions for Elderly and Disabled by Increasing Income and Asset Limits.
The proposed ordinance will increase the eligibility limits for income and net worth for elderly or disabled persons. This will align with recent changes to Montgomery County’s income and net worth limits.
Ordinance 2042: An Ordinance to Amend the
FY 2023/2024 Operating Budget to Accept and
Appropriate an Additional $194,000 of the Virginia Department of Health Lead Inventory Grant Funds to the Water/Sewer Capital Improvement Fund.
The Town has received an additional $194,000 from the Virginia Department of Health Lead
Inventory Project and these funds must be accepted and appropriated to the FY 2023/2024 Operating Budget of the Water/Sewer Capital Improvement Fund.
Ordinance 2043: An Ordinance to Amend the FY 2023/2024 Operating Budget to Accept and
Appropriate $76,680 of the Energy Efficiency and Conservation Block Grant Funds from the
Department of Energy to the General Capital Improvement Fund.
Ordinance 2043 will accept and appropriate $76,680 of the Energy Efficiency and Conservation Block Grant (EECBG) funds from the Department of Energy to the General Capital Improvement Fund.
Ordinance 2044: An Ordinance to Amend the FY 2023/2024 Operating Budget to Accept and
Appropriate $406,038 in VDOT Primary Extension Paving Funding and $168,750 in VDOT
Primary Extension ADA Funding to the General Capital Improvement Fund.
Ordinance 2044 will appropriate $406,038 in VDOT Primary Paving Fund and $168,750 in
VDOT Primary ADA Funding to the General Capital Improvement Fund.
