BLACKSBURG TOWN COUNCIL will hold public hearings on Tuesday, November 12, 2024 beginning at 6:30 p.m. in the Roger E. Hedgepeth Chambers of the Blacksburg Municipal Building, 300 South Main Street, Blacksburg, regarding the following items:
Ordinance 2030: An Ordinance Amending Town Code Section 17-400 and Adding a New Section 17-402 to Authorize Charges for the Use of Emergency Medical Services Vehicles.
The proposed ordinance will establish fees for the use of Emergency Medical Transport vehicles. A fee of 170% of the Medicare allowable rates will be charged for Basic Life Support, Advanced Life Support Level 1, Advanced Life Support Level 2, and per mile for ground transport mileage. The Town Council has determined that such charges are necessary, based on increasing call volumes and costs, to assure the provision of adequate and continuing emergency medical services and to preserve, protect and promote the public health, safety and general welfare.
Ordinance 2053: An Ordinance to Amend the Blacksburg Zoning Ordinance to Permit Residential Development on Smaller Lots in the R-4 District by Amending Zoning Ordinance Sections 3040, 3041, and 3042, adding New Zoning Ordinance Sections 3043 and 3044, and to Amend Subdivision Ordinance Section 107.
This proposed text amendment would create the Small Lot Development Option (“Option”) within the R-4 Low Density Residential Zoning District. It will allow for development of homes (single-family, detached; two-family dwelling; and townhouse) on relatively small lots to increase housing choice, affordability and sustainability. Small lot development in the R-4 District will permit residential development on lots between 3,000 and 7,499 square feet. The Option will have its own site development standards, occupancy regulations and design standards to ensure compatibility with the existing R-4 District.
Ordinance 2064: An Ordinance To Amend Town Code Sections 22-221 and 22-222 Pertaining to Tax Exemptions For Elderly and Disabled by Increasing Income and Asset Limits.
The proposed ordinance will increase the income limit from $68,000 to $70,000 and the asset limit from $200,000 to $205,000.
Ordinance 2065: An Ordinance Authorizing the Lease of Certain Space at the Town Transit Center Located on the Virginia Tech Campus.
The ordinance will authorize the lease of several rooms at new Transit Center, as well as permit the use of shared spaces. The term is for 40 years. The lease is consistent with the requirements of the easement granted by Virginia Tech to permit the construction of the Transit Center on Virginia Tech property and Federal Transit Administration regulations.
All persons affected by or interested in the proposed ordinances above may appear and present their views. After each public hearing, Town Council will consider action on the item.
