HOME and Community Development Block Grant Programs
Notice of Public Comment Meeting
The New River Valley HOME Consortium and the Town of Blacksburg will hold a public comment meeting on the
development of the 2025 Annual Action Plan for the New River Valley’s HOME Program and the Town of Blacksburg’s
Community Development Block Grant (CDBG) Program.
The Annual Action Plan provides a yearly accounting of HOME, CDBG, and other funds allocated towards the
implementation of objectives outlined in the Consolidated Plan. The Consolidated Plan identifies community needs and
proposed solutions in the areas of Housing, Special Needs, Economic Development and Non-Housing Community
Development.
Every CDBG-funded activity must qualify as meeting one of the three national program objectives:
1) Benefiting low- and moderate-income persons,
2) Preventing or eliminating slums or blight, or
3) Meeting other community development needs having a particular urgency because existing conditions pose a serious and immediate threat to the health or welfare of the community, and other financial resources are not
available to meet
such needs.
HOME funds must be used in accordance with the following HUD HOME program objectives:
1) To expand the supply of decent, safe, sanitary and affordable housing.
2) To make housing more affordable for low-income and very low-income families.

Public comment hearing will be held at 12:00 pm (online) and at 5:00 pm (in person) Wed, March 13, 2025 at the Housing and Community Connections Office, 303 Wilson Avenue, Blacksburg.
A 30-day comment period for 2025 Annual Action Plan
begins on Feb 26 and ends on March 27, 2025.
