Notice is hereby given that the Planning Commission of the Town of Blacksburg will conduct the following public hearings on Tuesday, October 7, 2025, during its meeting beginning at 6:30 PM in the Roger E. Hedgepeth Council Chamber, 300 South Main St, Blacksburg, VA on the following items:
- AFD-25-1/ORD #2096-Withdrawal of approximately 3.18 acres of land from the Agricultural and Forestal District (AFD) at 701 Bishop Road. Request from James and Carol Burger to withdraw 3.18 acres of their total property in the
Agricultural and Forestal District at 701 Bishop Road. A minor subdivision application (PLAT-24-12) for the creation of three (3) new parcels is currently under review by the Planning
and Engineering Department.
- CUP-25-2-Conditional Use Permit request for Automobile Dealership in GC General Commercial at 1711 North Main Street.
Conditional Use Permit request by Walker AutoWorks LLC to allow an automobile dealership
in the lower level of a building in GC General Commercial. The property will function as a
warehouse to store antique vehicles from Japan for sale online. All vehicles will be stored out of public view with limited foot traffic and public hours of operation. The Future Land Use designation is Commercial.
- CUP-25-3-Conditional Use Permit request for Dance Hall Use in DC Downtown Commercial
at 130 Jackson Street NW.
Conditional Use Permit request by Juan Huante and Carlos Sebastian (applicants) to permit
Dance Hall use in DC Downtown Commercial. The request is to convert the property into a restaurant and bar with dance space and live entertainment. Restaurant/Bar is permitted
by-right use in Downtown Commercial but the use of the property as a Dance Hall requires an approved conditional use permit. The Future Land Use designation is Downtown
Commercial.
- RZN-25-7/ORD #2094-Rezoning Request from GC General Commercial to PR Planned Residential for Mixed Use-Multi-Family and Commercial development at 702 University City
Boulevard.
The rezoning request includes construction of one six-story building with two floors of parking below four floors of residential units above. The proposed density is 194 bedrooms/acre. Affordable units are part of the unit mix with a minimum of 10% of the units meeting requirements for households earning between 50% – 80% AMI for a period of not less than 50 years. The Future Land Use designation is Commercial.
- RZN-25-8/ORD #2095-Rezoning Request from RM-48 Medium Density Multiunit Residential
to PR Planned Residential for the development of seven (7) 4-bedroom townhome units at
1709; 1711 Whipple Drive.
The rezoning request consists of three parcels and includes two (2) multi-family dwellings and a single-family dwelling. The single-family dwelling is proposed to be demolished, but the multi-family units are not proposed to change. The applicant proposes 45 bedrooms per acre. The applicant is requesting an exception to Zoning Ordinance Section 5120 (d)(1) and Subdivision Ordinance Section 5-401(b) to eliminate the requirement for a 4-foot grass strip
between the curb and sidewalk for approximately 40 linear feet to replace the existing driveway with the single-family dwelling and to match the existing sidewalk along Whipple Drive. The Future Lane Use designation is High Density Residential.
- RZN-25-9/ORD #2090-Tech Terrace PRD Rezoning Request from RM-48 Medium Density
Multiunit Residential to PR Planned Residential for the redevelopment of an existing apartment complex into one (1) seven-story apartment building at 305 & 309 Webb Street
and 800 Orchard Street.
Rezoning request for the redevelopment of an existing student housing apartment complex
into one (1) five-story apartment building constructed above a two-story parking deck. The
proposed density is 274 bedrooms per acre. The applicant has requested an exception to Zoning Ordinance Section 4216(a)(3) because the front of the property is on Orchard Street but most primary uses front on Webb Street. The applicant is also requesting an exception
to Zoning Ordinance Section 5120(d)(1) and Subdivision Ordinance Section 5-401(b) to
eliminate the requirement for a 4-foot grass strip between the curb and the sidewalk. The Future Land Use designation is High Density Residential (305 Webb Street; 800 Orchard
Street) and Commercial (309 Webb Street).
- ZOA #60/ORD #2001-An amendment to amend the text of the Town’s Zoning Ordinance to create a new Downtown Northwest zoning district for the area bounded by North Main
Street, Turner Street and Prices Fork Road In 2019, the Town adopted the Downtown Strategic Plan which identified six sub districts for Downtown including the Downtown Northwest district bounded by North Main St., Prices
Fork Rd., and Turner St. The proposed amendment will create a new floating zoning district applicable to the Downtown Northwest area. Creation of the new district does not change
existing zoning and property owners would need to rezone to the new district through a public hearing process. The district includes an applicability criteria permitted use table,
definitions specific to the new district, building dimensional standards, building design standards, site development standards and signage provisions. The district incorporates many new form-based zoning regulations, which have more specificity in building and site design requirements than typically found in traditional zoning districts.
Persons affected by or interested in the agricultural and forestal district withdrawal, conditional use
permit requests, rezoning requests and zoning ordinance amendment may appear and present their
views. After the hearing, the Planning Commission may take action. Copies of the applications and any
