Pursuant to the provisions of Virginia Code § 15.2-2100, et seq., the Town of
Christiansburg proposes to grant a non-exclusive Solar Power Purchase Franchise for a term
greater than 5 years. A copy of the template Solar Power Purchase Franchise Agreement, and
the proposed Ordinance authorizing the Town to enter into the agreement, may be reviewed by
the public in the Town Manager’s Office located at 100 East Main Street, Christiansburg,
Virginia 24073.
Notice is hereby given that the Council of the Town of Christiansburg will hold a public hearing on the above matter at its regular meeting to be held on March 26, 2024, commencing at
7 p.m., EST, or as soon thereafter as the matter may be heard, in the Council Chambers 100 East

REQUEST FOR PROPOSAL
Pursuant to the provisions of Virginia Code § 15.2-2100, et seq., the Town of
Christiansburg proposes to adopt an Ordinance to grant a Solar Power Purchase Franchise to a
responsible solar photovoltaic (PV) system provider with experience designing, engineering,
building, operating, owning, financing, maintaining, and decommissioning turn-key installations
of similar rooftop solar PV systems on publicly owned property. Such franchise shall be for a
term greater than 5 years. A copy of the proposed Ordinance and template Solar Power Purchase
Franchise Agreement is on file in the Town Manager’s Office and is available for public review.
All responsible solar photovoltaic system providers are invited to bid to enter into such a
non-exclusive franchise with the Town of Christiansburg. All Proposals will be submitted by
3:00 p.m. EST, Tuesday, March 19, 2024. Proposals may be submitted via courier, mail, or may
be hand delivered. Proposals will be delivered to the attention of the Procurement Officer.
1. To deliver hard-copy proposals to the Town, envelopes should be clearly marked
“Proposal for RFP 24-004, Solar Power Purchase Franchise Agreement Proposal”, and
addressed to Tara Vance, Procurement Officer.
2. All proposers are responsible for ensuring proposals were received by the Town.
3. Proposals received after the deadline shall not be accepted.
4. No other delivery or distributions of proposals will be required of proposers.
