BAE Systems – Ordnance Systems, Inc. (BAE) operates a munitions propellant manufacturing facility at the Radford Army Ammunition Plant (RFAAP) in Radford, Virginia.


The RFAAP is a government-owned, contractor operated, military industrial installation under the jurisdiction of the United States Army Operations Support Command (USA OSC). The primary mission of the RFAAP is to supply solvent and solventless propellant and explosives to the United States Armed Forces. As part of this mission, BAE operates two hazardous waste incinerators, referred to as Incinerators 440 and 441, to destroy off specification or production waste propellant mixtures.

On October 12, 2005, the U.S. Environmental Protection Agency (USEPA) promulgated the Phase I Final Replacement National Emissions Standards for Hazardous Air Pollutants for Hazardous Waste Combustors (HWC NESHAP) under joint authority of the Clean Air Act Amendments of 1990 (CAAA) and the Resource Conservation and Recovery Act (RCRA). Known as Maximum Achievable Control Technology (MACT) standards, the HWC NESHAP set more stringent emissions limits for incinerators that burn hazardous waste. The HWC NESHAP compliance date for the incinerators was October 14, 2008.

As required by the HWC NESHAP, incinerators must conduct a confirmatory performance test (CfPT) to demonstrate ongoing compliance with the dioxin and furan emission standards at normal operating conditions. Facilities must make the site-specific CfPT plan that describes this testing event available to the public for review. This public notice is being mailed to all persons listed on the RFAAP Facility Mailing List.

The required CfPT is currently scheduled to begin 23 October 2017 and should be completed by 27 October 2017. A copy of the test plan describing the testing protocol and other activities is available for viewing from 24 August 2017 until 23 October 2017 at:
