2025 Annual Action Plan & Citizen Participation Plan for HOME &Community
Development Block Grant Programs
In accordance with guidelines established by the U.S. Department of Housing and Urban
Development (HUD), the NRV HOME Consortium and the Town of Blacksburg will hold a public comment period regarding the draft 2025 Annual Action Plan for the NRV HOME
Program, Blacksburg’s Community Development Block Grant (CDBG) Program and proposed revisions to its Citizen Participation Plan. The public comment period begins on April 2 and ends on May 1, 2025.
The Annual Action Plan provides a yearly accounting of HOME and CDBG funds allocated
to the implementation of objectives outlined in the Consolidated Plan. The
Consolidated Plan identifies community needs and proposed solutions in the areas of Housing, Special Needs, Economic Development and Non-Housing Community
Development. The Citizen Participation Plan details how the public will be involved in CDBG and HOME program planning. Funding for the 2025 fiscal year is unknown at this
time. This Action Plan was developed using 2024 allocation amounts of $541,225 CDBG funds and $547,113 HOME funds. All proposed project budgets will be proportionally
increased or decreased to match actual allocations.
Contingent on funding, CDBG goals and proposed use of 2025 funds are:
1) Support affordable housing – $355,558
2) Prevent and end homelessness- $17,685
3) Support non-homeless special needs- $59,736
4) Administration- 108,245
CDBG TOTAL – $541,225
Contingent on funding, proposed use of 2025 HOME funds are:
1) HOME Administration -$54,711
2) Community Housing Development Organization Operations- $27,346
3) Affordable Housing Initiatives – $236,137
4) Stroubles Ridge Project – $70,000
5) Claremont School Redevelopment – $158,919
HOME Total – $547,113

A public hearing to share comments on the 2025 Action Plan and revised Citizen Participation Plan will be held on Wednesday, April 16 at 12 pm via zoom and 5pm in person at the Housing and Community Connections office, 303 Wilson Ave, Blacksburg.
