Notice is hereby given that the Planning Commission of the Town of Blacksburg will conduct the following public hearings on Tuesday, July 1, 2025, during its meeting beginning at 6:30 PM in the Roger E. Hedgepeth Council Chamber, 300 South Main St, Blacksburg, VA on the following item:
CUP-25-1-Graham Outdoor Recreation Camp Conditional Use Permit request at 2190 Merrimac Road (Tax Map No. 313-A 2, Parcel ID # 027067).
Conditional Use Permit request in the Rural Residential 1, RR-1 zoning district to permit a camp with short-term overnight stays at the historic Linkous-Kipps House at 2190 Merrimac Road. The existing house is proposed as the main lodge. Outbuildings, pastures, and open space will be used for outdoor gatherings, events and recreation and educational purposes. The applicant/owner proposes a maximum of 50 visitors at the property up to 2-3 times per week with occasional overnight lodgings of up to 10 people maximum. The Town of Blacksburg Comprehensive Future Land Use designation is Low Density Residential.
RZN-25-4-Yellow Sulphur Apartments PRD rezoning request at 3503 Holiday Lane (Tax Map No. 347-A 18, 377-A 2 & 377-A 40, Parcel ID # 000745)
Rezoning request from General Commercial, GC to Planned Residential, PR to construct a multi-family residential community of four (4) four-story apartment buildings and a two-story community building with a leasing office, fitness rooms, business center and outdoor patio. The total size of the development is 6.779 acres. Each residential building will include an equal mix of one-bedroom and two-bedroom units for a total of 64 units per building for a total of 256 units (384 bedrooms). A total of 332 parking spaces is proposed, which is 0.86 spaces per bedroom. This is lower than the required Town of Blacksburg parking ratio of 1.1 spaces per bedroom.
The applicant has requested to modify Section 4261(a)(3) of the Use and Design Standards to not require a street-oriented entrance along Yellow Sulphur Road. The Future Land Use designation in the Comprehensive Plan is Commercial.
Zoning Ordinance Amendment (ZOA) #60/ORD #2001-An amendment to amend the text of the Town’s Zoning Ordinance to create a new Downtown Northwest zoning district for the area bounded by North Main Street, Turner Street, and Prices Fork Road.
In 2019, the Town adopted the Downtown Strategic Plan which identified six sub districts for Downtown including the Downtown Northwest district bounded by North Main St., Prices Fork Rd., and Turner St. The proposed amendment will create a new floating zoning district applicable to the Downtown Northwest area. Creation of the new district does not change existing zoning and property owners would need to rezone to the new district through a public hearing process. The district includes an applicability criteria permitted use table, definitions specific to the new district, building dimensional standards, building design standards, site development standards and signage provisions. The district incorporates many new form-based zoning regulations, which have more specificity in building and site design requirements than typically found in traditional zoning districts.
Persons affected by or interested in the conditional use permit, rezoning and zoning ordinance amendment requests may appear and present their views. After the hearing, the Planning Commission may take action.
