Notice is hereby given that the Planning Commission of the Town of Blacksburg will conduct the following public hearings on Tuesday, September 2, 2025, during its meeting beginning at 6:30 PM in the Roger E. Hedgepeth Council Chamber, 300 South Main St, Blacksburg, VA on the following items:
RZN-25-6/ORD #2091-Yellow Sulphur Apartments PRD rezoning request at 3503 Holiday Lane from Balzer and Associates (applicant) for T.P.B. Enterprises LLC (owner).
Rezoning request from GC General Commercial and O Office to PR Planned Residential to construct a multi-family residential community consisting of six (6) four-story apartment buildings with a mix of one-and two-bedroom units and a two-story standalone community and leasing center. The complete total of units will be 352 units with 37.5 units per acre and 56.2 bedrooms per acre (528 beds). A total of 440 parking spaces is proposed which is 0.83 spaces per bedroom. This parking ratio is lower than the required Town of Blacksburg parking ratio of 1.1 parking spaces per bedroom. The applicant has requested to modify Section 4261 (a)(3) of the Use and Design Standards to not require a street-oriented entrance along Yellow Sulphur Road. The Future Land Use designation in the Town Comprehensive Plan is Commercial. While complementary residential uses may occur in these areas, the primary uses of this designation are commercial.
ROW-25-2-Companion request to RZN-25-6 to vacate the right-of-way on Holiday Lane at 3503, 3405, and 3415 Holiday Lane.
Request to vacate approximately 34,872 square feet of right-of-way on Holiday Lane as a companion request associated with RZN-25-6-Yellow Sulphur Apartments PRD rezoning request.
Ordinance 2082 to amend the Subdivision Ordinance sections 2-100, 2-101, 3-100, 4-101, 4-102, 4-104, 4-105, 4-200, 4-205, 4-206, 4-207, 4-208, 4-210, 4-211, 4-404, 4-405, and 4-406.
Ordinance 2083 to amend the Zoning Ordinance sections 2103, 5110, and 5204.
Ordinance 2084 to amend the Subdivision Ordinance sections 4-600, 4-601, 4-602, 5-101, 5-103, 5-200, 5-302, 5-303, 5-305, 5-307, 5-310, 5-313, 5-318, 5-320, 5-401, 5-403, 5-806, and 5-901.
The Subdivision and Zoning Ordinance Stakeholder Group was formed in 2023 to review and develop potential changes to the development process and the regulations contained in the subdivision and zoning ordinances. The Stakeholder Group, which was comprised of representatives from the local builders and developers, the community, town staff, and the Planning Commission, recommended proposed text amendments to clarify, streamline, and improve the development process and land use regulations. The amendments also incorporate changes required by the Virginia General Assembly in 2025 (House Bill 2660 and Senate Bill 974), establishing shorter review times for plan review applications and eliminating Planning Commission review of subdivision plats. The proposed changes include, but are not limited to, the following:
- Street design changes such as allowing roll top curbing in certain zoning districts; allowing narrower street widths while still meeting VDOT standards; requiring sidewalks on both sides of the street in more dense areas; and adding criteria to help evaluate subdivision variance requests.
- Other changes include allowing more flexibility in when sidewalks and paving are completed for new subdivisions; and clarifying when bonds are required in the process to ensure the timely completion of subdivision infrastructure.
- Subdivision design changes include setting new standards for flag lots; revising standards for cul-de-sac length; clarifying driveway placement and driveway grades; revising road construction and connectivity requirements; and revising public utility and drainage easement requirements.
- Development process changes include revisions to the preliminary plat process; plan review timelines; and traffic impact analysis tools.
Persons affected by or interested in the rezoning request, right-of-way vacation request, or the ordinance amendments may appear and present their views. After the hearing, the Planning Commission may take action.
